I would reccomend Programmers Notepad, www.pnotepad.org Its free and has 50+ Different Coding Languages supported.

For a WYSIWYG editor, I've used Nvu before. It isn't anywhere near as good as Quanta (IMO), but it is OK.

I would strongly recommend against using a WYSIWYG editor, though.

I have to go with MP Software's PHP Designer.

http://www.mpsoftware.dk/ - they update vesions once a year.

notepad2 owns all!
notepad++ is nice because of tabs, but it's hastle because notepad++ installs and notepad2 doesn't

Notepad2 is my favourite Windows Text-Editor.
I would also suggest something like Crimson Editor/jEdit.

I like adobe dreamweaver... I find it easy to use and you can get a 30 day trial from http://adobe.com.
